Hastings will build housing for all supported by a high-performance building consent team.

The cost of living in Hawke's Bay is increasingly challenging. Recent years have seen significant rate increases driven by a confluence of factors: substantial council investment in three waters infrastructure, the major project to strengthen the Hawke's Bay Opera House and revitalize the CBD, the impacts of COVID-19 (including a period where council aimed to keep rates under 2%), and most recently, Cyclone Gabrielle. The cyclone necessitated a $50 million property buyout program and multi-million dollar investments in rebuilding bridges and roads across the district.

Compounding these pressures are a persistent housing shortage and a national "Cost of Living crisis." Hastings District Council has a crucial role to play in fostering affordable housing, and this begins with ensuring the availability of affordable land. Historically, the council has struggled to release land for development in a timely manner, consistently lagging behind market demand. This scarcity of available land has directly contributed to higher section prices.

We must ensure a more consistent and ample supply of sections is brought to market. It is not the council's role to manipulate market conditions, but rather to establish sound policies that enable development. This includes facilitating growth within existing urban areas, identifying unproductive land suitable for conversion into housing, and exploring diverse housing solutions. We need to actively promote infill and medium-density housing, support apartment-style developments within the CBD, and consider satellite housing options in areas like Maraekakaho and Waimarama.

A proactive and "can-do" council will make the critical difference in enabling first-home buyers and growing families to secure their own homes within our district.
